AUN-QA Training

Under AUN-ADB Project

University QA in CLMV countries is still a new development in both QA system and QA professional competencies in view of the
varied background and development stage of QA in each country. On the other hand, universities in Vietnam have QA personnel that are more knowledgeable and experience in QA issues.
QA at higher education institutions in Vietnam is well supported by some development partners such as World Bank,
and the General Department of Education Testing and Accreditation under the Ministry of
Education and Training was established with a well function to put up a national policy on QA implementation at university level unlike the other three countries.

To provide some assistance to universities in CLMV countries, in 2010-2011, the AUN Secretariat submitted the proposal of “Training on Enhancing Quality Assurance in CLMV Countries” was approved by ASEAN and supported by Japan ASEAN Integration Fund (JAIF) under IAI project. The 4 training workshops were conducted and have trained 25 participants in each country which has provided great impact in increasing the capacity and capabilities of QA leadership and professionals in CLMV countries. But it is clear that a single training workshop in the respective countries would not be enough to assist the universities to establish QA system for enhancing the quality of higher education. To close the development gap in higher education between CLMV and middle income ASEAN countries and to prepare CLMV countries for the integrated ASEAN community, it is important for supporting CLMV countries to establish the effective QA system and professionals at the university level which build on the earlier training workshops held.

By supporting the needs of universities in QA in CLM countries, the AUN Secretariat also submitted the proposal of ‘GMS Higher Education Harmonization and Networking: Strengthening Capacity of University Quality Assurance System ” to Asian Development Bank (ADB) and successfully had a financial support for conducting 6 trainings in August to November 2012. Each country had a package of two trainings with approximately 30 trainees. Since the trainings were conducted, the trainees from participating universities in CLM countries have actively involved and learned QA principles, practical aspect and writing “Self- assessment report (SAR)” of selected programme.
After the success of the first project supported by ADB, AUN Secretariat has submitted “The 3-year Project on Strengthening Capacity of University QA System towards Uplifting Higher Education Quality in GMS Countries 2014 – 2016”, It is the AUN-ADB Project Phase II that supports a process that builds country and stakeholder engagement and draws on national and international expertise in QA, with aims to;
  • Enhance and strengthen the knowledge on QA system implementation and management particularly based on AUN-QA system.
  • Build up the big pool of qualified University QA personnel team in CLM countries,
  • Establish QA system and ensure QA implementation to leverage the quality of education management in CLM countries, and
  • Provide countries with higher education quality recognition for harmonizing university QA system to ensure applicability across ASEAN.

From previous project’s evaluation and response, and AUN-QA experts/trainers investigation, AUN Secretariat has designed a Two-Track approach be implemented to assist those universities which were involved in the 2 phases of training and those who were not involved. The 1st approach has involved those universities that were involved in the earlier 2 phases of training. On-site consultancy and training at each country have been conducted in order to assist them in establishing QA instruments and systems in their respective universities with the objective of uplifting and sustaining the level of QA in university education. At the end of the 3-year project, a QA handbook will be produced by these universities.

The 2nd approach is to train and expand the QA personnel capacity of those universities which were not involved in the earlier 2 phases of training held in CLM countries. Similar training workshops would be held for these universities.This would help to bring the level of QA knowledge on par with those universities that have been trained earlier. Thereby, raising QA personnel capacity and uplifting the level of quality of university education across the country.

This project has conducted the on-site consultancy and training cover both participating universities who have been trained and new universities in CLM countries

Activities

On-site Consultancy

On-site consultancy activity is arranged to assist each country in establishing QA instruments and systems in their respective universities with the objective of uplifting and sustaining the level of QA in university education. At the end of the 3-year project, a QA handbook will be produced by these universities which each country will have different QA handbook to be applicable to their internal QA and suitable with QA system in their country.

In 2014, AUN-QA experts have assisted CLM countries in developing QA Handbook based on 15 criteria (based on “GUIDE TO AUN-QA ASSESSMENT AT PROGRAMME LEVEL VERSION 2.0”) which they have started developing criteria 1-7.

In 2015, AUN Secretariat has developed a new version of “GUIDE TO AUN-QA ASSESSMENT AT PROGRAMME LEVEL VERSION 3.0” which consisted of 11 criteria. Therefore, our AUN-QA Experts has assisted all three countries in adjust the criteria 1-7 which have been done last year and developing the criteria 7-11 together with the local team.

In 2016, AUN-QA Experts together with the local team in each country have planned to compile the QA Handbook and translate into their local language to be published and used in their own country.

Capacity Development Workshop
(Training workshop)

The capacity development in university QA system is open to CLM participants from both AUN and non-AUN member universities in order to raise QA personnel capacity and uplifting the level of quality of university education across the country. The AUN-QA Guide to AUN Actual Quality Assessment at Programme Level will be the main document that is used during the training.

In 2014, 20-30 participants (who have trained in 2012) from each CLM country has been trained by AUN-QA Experts. The training workshop has conducted in form of “Train the trainers of university QA Personnel” with aims to produce the QA local expert to establish the QA system and conduct Self-assessment Report (SAR) for Internal Quality Assessment (IQA) after the workshop.

In 2015, AUN Secretariat has arranged another workshop for those who have not been trained before to be trained. (Maximum number of 30 for each country) The capacity development will be conducted in form of “Train the assessors” with the aim to produce the local assessor in each country. This training workshop consists of 2 phases which those who have been trained with AUN-QA in 2015 will be participating in training in 2016 in order to complete the programme to be the local QA Assessor.
